Sê nee vir die beoogde samevoeging van munisipaliteite aan die Wesrand

STEUN DIE PETISIE EN NEEM BEHEER OOR DIENSLEWERING VAN U EIE DORP

Die Wesrand, waar die Wesrand Distriksmunisipaliteit tans die oorkoepelende munisipaliteit is, sluit in die rade van Mogale City (Krugersdorp), Randfontein, Westonaria en Merafong City (Carletonville en Fochville).

 

Die VF Plus bring dit onder u aandag dat die Gauteng LUR vir Plaaslike Regering, in samewerking met die Munisipale Afbakeningsraad in Gauteng, beoog om die plaaslike munisipaliteite van Mogale City, Randfontein, Westonaria, Merafong City en Wesrand Distriksmunisipaliteit met inbegrip van Roodepoort saam te smelt in een kategorie B munisipaliteit of Metro.

Roodepoort het geensins baat gevind sedert dit ingelyf is by die Johannesburg Metroraad en behoort eerder sy eie munisipaliteitstatus te geniet.

 

Ondervinding het egter reeds bewys dat:

·        ons reeds onder swak dienslewering gebuk gaan;

·        wanbesteding van belastinggeld in die onderskeie munisipaliteite aan die orde van die dag is;

·        waar munisipaliteite voorheen saamgesmelt het in Metrorade daar buitensporige hoë salarisse aan amptenare betaal word bv. die Stadsbestuurder van Tshwane Metro R3.25 m en Johannesburg Stadsbestuurder R3.23 m per jaar en die verwagting van ‘n verhoging van 20% per jaar word ook geskep;

·        daar enorme bedrae uitstaande skuld is bv. Mogale City R612 miljoen, Randfontein R220 miljoen, Westonaria R110 miljoen, Merafong City laas jaar R490 miljoen en Wesrand Distriksmunisipaliteit R8.2 miljoen;

·        elektrisiteitsrekeninge verkeerdelik die hoogte inskiet en bykans onmoontlik raak om te herstel.

 

Die samesmelting van die munisipaliteite in een metroraad strek tot nadeel van alle gemeenskappe binne in u omgewing en moet gestuit word. Blote herverdeling van belastinghulpbronne bring geen welvaart in u omgewing.

 

Die onlangse sukses met die VF Plus Gauteng E-tol petisie met meer as 130 000 ondertekenaars, het bewys dat ‘n duidelike verset-boodskap van u as lid van die publiek, ‘n onmisbare bydrae gelewer het om saam met ander aksies en hofsake die proses te kon stuit. Die hersienningsaansoek word gedurende November 2012 aangehoor.

 

'n Voortydige verset teen die beoogde herafbakenings sou waarskynlik 'n beter kans op sukses bring as in die e-tol saga.

 

Die afbakeningsraad se regsprosesse het reeds begin en aktiewe publieke deelname is noodsaaklik.  Volgens die Plaaslike Regering Munisipale Afbakeningswet, Seksie 26, behoort gemeenskappe behoorlik ingelig te word oor voorgenome aksies en publieke vergaderings en moet op hoogte gehou word van enige verwikkelings.

Say No to the Planned Merging of Municipalities in the West Rand

Support the petition and take control of service delivery in your town

FF Plus your service delivery watchdog

 

It is the FF Plus’s civic duty to inform you that the Gauteng MEC for Local Government, in collaboration with the Municipal Demarcation Board in Gauteng, plan to merge the municipalities of Mogale City, Randfontein, Westonaria, Merafong City and the West Rand District Municipality, including Roodepoort, into a B category municipality or Metro. Roodepoort has in no way benefited since it was incorporated at the Johannesburg Metropolitan Council and should rather enjoy its own municipality status.

 

Experience has shown, however that:

 

·        we already suffer from poor service delivery;

·        mismanagement of tax payers money is a daily occurrence;

·        it is common knowledge that  Government officials receive excessive salaries in metro municipalities, for example:  the Tshwane City manager receive R3.25 million annually, while the Joburg Metro City Manager take  R3.23 million home per year.  Furthermore, there is an expectation of a yearly increase of 20% on top of the already lucrative packages;

·        municipalities are plagued with massive amounts of outstanding debt: Mogale City is R612 million in the red, Randfontein owe R220 million, Westonaria R110 million, Merafong City was approximately R490 million in arrear in 2011, while the West Rand District Municipality debt comprise of more than R8 million;  

·         faulty electricity bills result in vast amounts of money being wrongly asked of consumers. The situation has escalated in such a way that it is almost impossible to rectify.

 

The amalgamation of municipalities into a Metro is detrimental to all communities in your area.  This must be stopped. The redistribution of resources will not ensure prosperity in your area.

 

It is evident after the recent success of the FF Plus Gauteng E-toll petition (with more than 130 000 petitioners taking part in this action) that a clear message of resistance from members of the public, can make an immense difference.  This message of resistance, in conjunction with litigation and other actions, prohibited the government from executing its E-toll system.   

 

Public participation is of utmost importance, due to the fact that the Demarcation Board already started with litigation.  According to the Section 26 of the Local Government Municipal Demarcation Act, communities should be properly informed about planned actions and public meetings.
